About the Advisory Board
The President's Advisory Board brings together a distinguished group of community leaders, innovators, scientists, and entrepreneurs who are deeply interested in and committed to RCC and the students we serve. Through in-depth discussions and creative problem-solving, they make recommendations to the administration on how to improve the partnerships it forms to serve people in Riverside.
While not a governing body, the purpose of the President’s Advisory Board is to advance the mission of the institution by using the talent, expertise, and influence of each member who serves as a resource and connection to the local and regional community. These recognized leaders, represent private, non-profit, and public sectors, offer input on long-range strategic plans, provide influence and endorsement to the institution, and assist the President in resource development.
Carlos Ayala President and CEO Growing Inland Achievement Dr. Carlos Ayalaa longtime educator, administrator and former dean of California State University, Sonoma’s College of Education, is the President and Chief Executive Officer of Growing Inland Achievement (GIA), an education collaborative focused on improving the economic outlook of the Inland Empire by raising the region’s educational attainment rates. |
Rusty Bailey
Rusty Bailey is a Riverside native who served as mayor from 2012-2021, having previously been a member of the city council. His family came to Riverside in 1914 and has a long history of service to the community. After graduating from the U.S. Military Academy at West Point with a degree in political science in 1994, Bailey worked in a variety of public service positions locally and in Washington, D.C. Paulette Brown-Hinds
Dr. Paulette Brown-Hinds is the publisher of Black Voice News and founder of Voice Media Ventures, a strategic media and content creation firm. She has over thirty years’ experience in media, communications, and community engagement and has served as the lead Black Media strategist for a number of statewide government and political campaigns. Ninfa Delgado is vice president and chief operating officer at the Riverside Community Health Foundation (RCHF), providing day-to-day leadership and support to the over 20 health education and clinical programs in the Riverside area and facilitating community engagement for the Eastside Riverside HEAL Zone. Rose Mayes
Ms. Rose Mayes has over 28 years of experience in Business Management, Civil Rights, and Fair Housing. Ms. Mayes is a community leader and serves on numerous boards and commissions at the local and regional levels. She was recently acknowledged at a HUD conference for her foresight in addressing the foreclosure crisis that still affects many families. Executive Director |
Stan Morrison
Stan Morrison has achieved national recognition as a basketball coach and athletics administrator at four Division I universities -- San Jose State, the University of Southern California, the University of Pacific, and the University of California, Santa Barbara. Mr. Morrison has served the last 18 years as Chairman of the Board for High Five America, a San Diego-based organization, which uses basketball as a vehicle to combat gang violence, drug, and alcohol abuse issues. He currently serves as president of the board of trustees for Olive Crest, group homes for abused teenagers. Owner |

Patricia Reynolds
Patricia Reynolds attended RCC and Cal State San Bernardino with a degree in public administration. Patricia retired in 2015 after more the 29 years with Riverside County Department of Public Social Service, where she served as assistant director for Administrative Services. Janice Rooths
As a member on the Human Relations Commission and the Center Against Racism and Trauma, Janice Rooths is a champion for Riverside. In 2020 alone, Janice co-founded the Charles A. Bibbs African American Museum & Cultural Center and the group “Antiracist Riverside”. Born “in an orange grove,” Dwight Tate has lived virtually his whole life in Riverside. He attended UC Riverside where he completed a teaching credential and eventually earned a Master’s degree in Social Work from the University of Southern California. Professionally, Dwight worked for 20 years as a Social Work Administrator for people with developmental disabilities and their families. Shelby Worthington
Shelby Worthington Loomis is the Executive Board Chair of the Riverside Downtown Partnership, a group dedicated to furthering development and culture in downtown Riverside. She is on the Athletics Association Board of Directors at UC Riverside and is an active member of the community. In addition to owning and operating Worthington’s Tavern and Loft 84 in downtown Riverside, she is an active real estate investor, buying and leasing new properties, and assisting other entrepreneurs to bring business to the area. Kathy Wright a long time Riverside resident, graduated from John W. North High School, attended Riverside City College and earned degrees at San Diego State College, UC Riverside and University of La Verne. She spent 37 years in the K-12 public schools as a teacher and administrator. In 2008 she retired from Alvord Unified School District where she served her last year as superintendent. Kathy serves on numerous non-profit boards including Assistance League of Riverside, Keep Riverside Clean and Beautiful, UC Riverside Foundation and Riverside Philharmonic. The recipient of many awards and honors Kathy was recently recognized along with her husband of 44 years, Dwight Tate by the Inland Chapter of Association of Fundraising Professionals as Philanthropists of the Year for 2021.
